1. Background and Rationale
Artificial Intelligence (AI) has the potential to significantly improve healthcare by enhancing diagnostics, supporting clinical decision-making, and streamlining workflows across diverse healthcare settings. However, its adoption in routine practice remains limited due to technical, ethical, legal, and trust-related challenges. The Compass AI project addresses these barriers by developing evidence-based guidelines and practical strategies to support the safe, effective, and equitable deployment of AI in healthcare across Europe. Central to this effort is the CoE, a multidisciplinary group of stakeholders from healthcare, industry, policy, and research, bringing together expertise in AI deployment in clinical practice.

2. Purpose, Objectives and Scope of Work
As a member of the CoE, you will contribute to identifying key challenges and opportunities in AI deployment, provide input through consultations and working groups, and support consensus-building. Participation is voluntary. No financial compensation is provided.
4. Structure of the CoE, Engagement and Frequency
Interdisciplinary working groups bring together 10–15 experts to discuss shared challenges, explore solutions, and define expectations for AI deployment. These include working groups on 'post-deployment monitoring', 'local performance testing', 'organisational strategy', 'user training' and 'regulatory considerations'. You will have the opportunity to join the thematic working group that best matches your expertise.
5. Engagement and Frequency
- Working Groups online workshops (required)
The thematic Working Groups meet online regularly (approx. every two months) to discuss shared challenges, enablers, explore solutions, give feedback to the project pilots and for validation discussions. You may be required to complete a follow-up questionnaire. The frequency and intensity of meetings are expected to be higher during the initial phases of the project, with a gradual reduction as the project progresses. Estimated time: ~1-2 hours/workshop.
- Webinars events (optional)
Online events are organized three times per year to present the findings of the focus working group discussion and the progress of the guidelines. Estimated time: ~2 hours/meeting.
- Delphi rounds (optional)
2 Rounds minimum. If no consensus has been found, more rounds will be added until consensus is reached. Estimated time: 20 min/round
- One-on-one interview (optional)
Semi-structured interviews might be conducted to further the understanding of certain items, for example, those where it is difficult to reach consensus. Estimated time: ~ 1hour/interview.
6. Duration and Timeline
The mandate will commence upon acceptance of these Terms of Reference and is expected to conclude by the project end on September 30, 2029. The mandate may be extended if necessary (e.g. in case of project extension).
7. Withdrawal and Termination
You may withdraw from the Community at any time by notifying the Consortium in writing.
Confidentiality and Data Protection
You acknowledge that, in the course of participation in the Community of Experts, you may receive or have access to confidential information, including but not limited to technical data, research results, strategic plans, and any other information designated as confidential by the disclosing party (“Confidential Information”).
You agree to:
- maintain the confidentiality of such information and not disclose it to any third party without prior written consent of the disclosing party;
- use the Confidential Information solely for the purpose of fulfilling their advisory role within the project;
- implement appropriate technical and organizational measures to protect the Confidential Information in compliance with applicable data protection laws, including GDPR;
- maintain these obligations for a period of 5 years following termination of their involvement in the Community of Experts.
Exceptions apply where disclosure is required by law, regulation, or court order, provided that the receiving party promptly notifies the disclosing party prior to such disclosure.
Personal data will be processed in accordance with applicable data protection legislation, including the General Data Protection Regulation (GDPR).
You authorize the use of your name, biography, and photo provided upon joining the Community of Experts for Social Media Campaigns and permit their association with the Compass AI project.
